Making an application operational without JavaScript does not mean you cannot use JavaScript to make it even better.

Indeed that is *exactly* what progressive enhancement is.

Nowhere does any of what I wrote say: No JS.

The philosophy here is HTML first because thats how web browsers work. We add JS to make it better after it already works so it always works.
