Cross-faction rank matching in Reddit fleets?

Hi,

I know that REDdit Alert and RSE have rank matching between them. Just so, House of Snoo and Mirror Snoo also match ranks. But what if you have a character in one of the fleets and would like to join a fleet of the other faction with another character?
