I don't understand the argument that it should have a Pilot seat because of one line in a movie. The vast majority of times we see Excelsior-class ships in canon, they're pulling up alongside the D to pick up or drop off the annoying Admiral-of-the-week. (Or getting blown up by the Dominion, to be fair.) Command seems like the right spec for this ship.
